Apart from an increase of one Launch Officer

which was authorised in the course of 1948-49, changes in the establishment reprosent transfers to and from other departments. Certain Telecommunications staff which are concerned solely with wireless licensing have been taken over by the Post Office and largely account for the increase of $105,397 in personal emoluments.

The large increase of over $500,000 for recurrent cxpenditure is explained by the increase of 500,000 in expondi ture for conveyance of mails and $50,000 for the purchase of stamps.

Under Special Expenditure $23,800 is required for replacing motor transport, $19,532 for miscellaneous postal equipment and $16,500 to provide

more post office

boxes for which there is a considerable unsatisfied domand.

The apparent large increase in the establishment is explained by the transfer of temporary staff to the non-pensionable establishment. Revised incremental scales for these posts were not settled until after the commencement of the current financial year. A News and Talks Editor was also engaged on contract during 1948-49. The nett effect is an increase of $29,149 in personal emoluments.

It is proposed in the course of the year to transfer the Broadcasting Studios from Gloucester Building to new premises in Electra House when this building is completed. Consequently additional provision is made for the rent of new offices and studios which will be more spacious than those at prosent occupied. In addition, there is an increase of $20,000 for fees to Artists and Announcers, $4,000 for records, with which it is proposed to purchase a number of Cantonese records, and an additional $2,000 for copyright fees and royalties. The effect of these increases results in an additional $84,106 for recurrent expenditure.

Under Special Expenditure provision is made for the purchase of a new piano, the present one having boen in use since the re-occupation of the Colony. sum of $2,000 is also required to furnish the Library

Expenditure on Broadcasting will therefore be increased by $119,455 compared with 1948-49.
